Chargé d'Affaires at Peking reporting his refusal to
forward the text of a message of adherence to Yuan Shih
Kai from a Society composed of natives of Canton at
present resident in Hong Kong

Sir E. Grey proposes, subject to the concurrence of
the Secretary of State for the Colonies, to approve the
action taken by Mr. Alston.
